Tharbad was founded in the Second Age by Tar-Aldarion as an inland port for his fleet to use while exploring the interior of Middle-earth... Its broad avenues, public parks and well laid out streets were the envy of other northern cities, for Tharbad was built by the Numenorians at the height of their power. However the years have not been kind to Tharbad... Although much grandeur remains, most sections of the city have fallen into decay.

I feel this is the best city description that I.C.E.
ever did. The adventures are lacking in depth, though.

this quick module gives a good map and description of the city itself.
the adventures are agile and highly playable, and could be the ideal mini-quests for your large-scale campaign, given the city`s character as a crossing-point in NW Middle-Earth.
you may virtually use this module anytime within the Third Age.
